The Housing Authority of the City of Santa Barbara (HACSB) is currently accepting applications for a variety of housing and housing assistance programs.
To receive assistance under any program operated by the Housing Authority, applicants must meet program income limits and other eligibility requirements.
The Housing Authority also has exciting new properties in-planning or under construction.
| HACSB currently assists over 3,000 households, largely comprised of seniors on fixed incomes, persons with disabilities, and working families. |
Section 8 Housing Choice Voucher Program |
A rent subsidy program that assists eligible low-income persons and their families in obtaining affordable, decent, and safe housing by paying a portion of their rent.

Apartment units offered at below maket, fixed rents to eligible families, seniors, and persons with disabilities.

- Studio to 3 bedroom apartment units
- Below market fixed monthly rents from $500 to $1,888
- No rent subsidy

These developments have fewer income eligibility restrictions than our Public Housing and Section 8 programs. However, you must be at 80% or below Area Median Income to qualify for rental of these units.

Casa de Las Fuentes (Award-Winning Downtown Worker Housing) |
One of the Housing Authority’s newest affordable housing complexes is Casa de Las Fuentes
- Beautiful new studio and one-bedroom units available exclusively to downtown employees
- Below market fixed monthly rents range from $481 to $851
- Income Limits: 1 person household – maximum $36,250/yr, 2 person household – maximum $62,160/yr

Casa de Las Fuentes applicants must work within a definied area of downtown Santa Barbara. For more information and an area map, please see Workforce Housing
- Maximum 2 persons per unit
- Highest preference is given to those applicants without cars

Low Income Tax Credit Program |
The Low Income Tax Credit Program encourages for-profit and non-profit organizations to build affordable housing.
Applicants benefit from this access to affordable, below-market rents.

- Apartments offered at affordable rent to seniors (must be 62 years of age or older) and other applicants meeting specific eligibility criteria.
- Income limits and rents at or below 60% of area median income

The Housing Authority has many housing opportunities for seniors. We have housing designed for seniors only, and seniors can also apply for any of our other Housing Programs incliding public housing and Section 8 housing.

Permanent, Supportive Housing for the Homeless
Completion anticipated Fall 2006
- New permanently affordable rental units, designed to serve very low income, and homeless or near-homeless citizens of Santa Barbara
- Partnerships with nonprofits The Housing Trust Fund of Santa Barbara and Work Training Programs, Inc.
- El Carrillo Studios will consist of 61 new single room occupancy (SRO) units and a two-bedroom resident manager unit

Workforce Homeownership for Local Employees
The goal is to allow our local workforce such as firefighters,
teachers, and non-profit employees to live in the community in
which they serve
- Targeted for local residents and workers who are currently priced out of the housing market
- It is proposed that half of the units be reserved for employees of local non-profit organizations
- The goal is to create an affordable
homeownership development that will make all of the units
affordable to workers earning less than 200% of Area Median
